Combine the lemon grass and chills in a pan with 6 cups of water and bring to a boil.
Simmer till the water reduces to half.
Heat the oil in a pan and sauté chopped onion.
Add ginger garlic paste and cook for 1 minute.Add sliced carrot and spring onion whites and sauté for 1 to 2 minutes.
Add chopped coriander leaves in it.
Add the stock, salt and pepper and bring to a boil.
Add corn flour and white paper in it.
Simmer till all the carrots are tender.
